A company that is good in offering the SEO service will know exactly what they are doing and they will target terms that are great for the business and get those terms ranking highly in Google. It is not actually impossible for you to go out and hire someone internally to do all of your SEO but not only are they hard to find it is even harder to find a decent one which is why you should go out to a company.

Basically a trained SEO Engineer will assess the site and look into the terms that he/she thinks are best for you to target. You could just come back and say no I do not like these terms and I want to go after these ones but you must take into consideration that a trained SEO knows what they are doing. If you are a smaller site then the chances are you have no chance of targeting the bigger terms until you at least have a small foothold on the smaller ones. This is just one of the many reasons why an SEO may suggest you go for some of the smaller terms.
